Two major challenges I had in my previous job as GIO for Idaho to get an imagery program off the ground, or hire contractors to work on GIS projects that would benefit the whole state as a whole was (1) lack of funding and (2) inability to solicit and pool money from not only state/local governments but also not-for-profits, universities, utilities and private companies. Has any state tried circumventing this by setting up a not-for-profit to pool funding for programs that would benefit everyone? If so, please let me know - I'd love to talk about how that went, pitfalls, lessons learned, etc.
